Job Purpose

  • To assess the successes and challenges for the IFRC’s coordination and management systems, during Nigeria floods response.
  • To measure the impact of the emergency appeal operations to determine if there have been any positive or negative changes to the lives and livelihoods of the affected communities and to learn how, in the future, delivery of appropriate aid can be done more effectively covering the most affected populations.
  • To come up with lessons learned, and actionable recommendations that will be implemented by the IFRC and National Society in future operations.
Job Duties and Responsibilities
The two objectives of the evaluation are:

  • To review the timeliness, effectiveness and relevance of:
    • The assessment, programme delivery, planning and follow up of the response, examining how these systems were put in place from the outset, how they adapted as the context / needs evolved.
    • Coordination aspect of the response both at the country level, between National Society and IFRC and at Regional level highlighting successes or gaps.
    • Surge deployments to understand whether the set-up of the surge support was appropriate to deliver.
    • Examine the relevance of the operation and programmes in relation to the needs of the beneficiaries.
Evaluation Criteria and Questions:
  • The evaluation team is required to review relevant programme documents (Appeal, EPOA, Assessment reports, PDM surveys) to understand and bring clarity in the evaluation questions.
Internal and movement Coordination:
  • How was the coordination within the wider Red Cross Red Crescent Movement (IFRC, NRC, ICRC)? Were partners engaged and to what extent?
  • Were roles and responsibilities clearly defined to be able to deliver?
  • What were the key enablers to effective coordination between IFRC and NRC?
Assessment and planning systems:
  • How timely and effective was the coordination of the assessment team for the response? What lessons can be borrowed in future deployments and for the IFRC Surge Optimization process?
  • To what extent was the first surge deployment of value to the IFRC response? What impact did initial rapid assessments have on positioning the work of the RCRC?
  • To what extent were plans developed through coordinated, participatory engagement with National Society and if not, what were the constraints? How did the planning contribute to building the capacity of Nigeria RC in disaster preparedness?
  • How were needs assessments used to inform or adapt the EPoA as the situation evolved?
Deliverables (Outputs):
The following outputs are expected to be delivered by the evaluation team. The reporting will be led by the external consultant:

  • Inception Report and data collection tools
  • Evaluation report - including executive summary, findings, key conclusions and recommendations (to be provided by the external consultant).

Education
  • The national consultant must have experience or significant knowledge of community-based disaster management and disaster preparedness programmes, and previous experience in conducting evaluations for medium-to-large scale programmes
Experience:
The national consultant should have the following characteristics:

  • Field experience in the evaluation of community-based humanitarian or development programmes (especially on disaster management, disaster preparedness and resilience).
  • Prior experience of evaluating Red Cross programmes and previous experience of conducting evaluation in the Pacific islands desirable.
Knowledge, Skills and Languages:
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner.
  • Previous experience in coordination, design, implementation, and monitoring and evaluation of humanitarian or development programmes
  • Experience in qualitative data collection and data analysis techniques, especially in community-based programmes
  • Knowledge and experience working with the Red Cross Red Crescent Movement preferred
  • Demonstrated capacity to work both independently and as part of a multi-discipline, multi-national team
  • Ability to work within tight deadlines and manage with available resources.
  • Fluent in spoken and written English.
  • Strong interpersonal skills.
  • Relevant degrees or equivalent experience.
  • Availability for the period indicated
